In accordance with the Decree of the President of the Russian Federation of May 27, 1996 N 784 "Issues of the Civil Defense of the Russian Federation", Decree of the Government of the Russian Federation of November 5, 1995 N 1113 "On the Unified State System for the Prevention and Elimination of Emergencies", a decree of the Government of Moscow and the Board of the Russian Emergencies Ministry dated 07.05.96 N 410-6 "On the Plan for the Improvement of the Moscow City System for the Prevention and Elimination of Emergency Situations" in agreement with the Ministry of Emergency Situations of Russia The Government of Moscow

decides:

1. Reorganize the Headquarters for Civil Defense and Emergencies of the City of Moscow (Headquarters of the Civil Defense and Emergency Situations of Moscow) into the Main Directorate for Civil Defense and Emergencies of the City of Moscow (Main Directorate of the Civil Defense and Emergencies of Moscow).

2. Establish that the head of the civil defense of the city of Moscow is the Prime Minister of the Government of Moscow.

7. To the Head of the Headquarters for Civil Defense and Emergencies of Moscow E. M. Kistanov:

7.1. Until April 1, 1997, to re-certify the employees of the former Headquarters of the Civil Defense and Emergency Situations of Moscow, to equip the Main Directorate of the Civil Defense and Emergency Situations of Moscow with the necessary specialists.

7.2. Before April 1, 1997, submit to the Moscow Property Committee the necessary documents for the renewal of lease agreements for the buildings and premises occupied by the Headquarters of the Civil Defense and Emergency Situations of Moscow and its structural subdivisions (Appendix 6).

8. The Moscow Property Committee shall formalize, in accordance with the established procedure, property and legal relations for buildings and premises occupied by the Main Directorate of the Civil Defense and Emergency Situations of Moscow and its structural subdivisions.

9. The Department of Finance shall provide funding for the Main Directorate of the Civil Defense and Emergency Situations of Moscow within the limits of the appropriations provided for in the 1997 budget for the maintenance of the Headquarters of the Civil Defense and Emergency Situations of Moscow. The introduction of an additional regular number of employees supported by the budget of the city of Moscow, in accordance with the approved organizational structure, should be carried out in stages during the year.

10. Heads of departments, main departments, departments and committees of the Moscow Government, prefects of administrative districts:

10.1. Within three months, develop and submit for approval in the prescribed manner provisions on the functional and territorial subsystems of the Moscow City System for the Prevention and Elimination of Emergency Situations (MGSChS).

10.2. Organize the development, coordination and approval of regulations on departmental and facility links of the Ministry of Emergency Situations.

11. ISTC "Region" within two months to develop standard regulations on territorial and functional subsystems and units of the Ministry of Emergency Situations.

12. Decree of the Government of Moscow dated November 24, 1992 N 979 "On Approval of the Regulations on the Civil Defense of the City of Moscow" to be invalidated.

13. To the Press Center of the Mayor's Office and the Government of Moscow to publish appendices 1, 4, 5 to this resolution in the Bulletin of the Moscow Mayor's Office.

Appendix N 4. Regulations on the civil defense of the city of Moscow

POSITION
on the civil defense of the city of Moscow

1. General Provisions

1.1. This Regulation defines the main tasks, the procedure for the construction and functioning of the civil defense of the city of Moscow, the powers of the authorities of the city and districts, sectoral and functional bodies of the city administration, objects of the national economy *, the rights and obligations of citizens of Moscow in the field of civil defense.

* The objects of the national economy are understood as enterprises, associations, institutions and organizations of both the sphere of material production and the non-productive sphere of the economy, regardless of organizational and legal forms, located on a single territory within the boundaries of Moscow.

For the sake of brevity, hereinafter "objects of the national economy" will be referred to as "objects".

1.2. The civil defense of Moscow is carrying out a set of measures implemented by the city and district authorities, civil defense and emergency management bodies, civil defense services, sectoral and functional bodies of the city administration, organizations with their own forces and means of civil defense, voluntary associations in order to protect the population and the national economy of Moscow from the dangers arising from military operations, to carry out emergency rescue and other urgent work.

1.3. Civil defense activities are carried out both in peacetime and in wartime throughout the city, taking into account the characteristics of each district, district, industry, object in a rational combination with economic, social and defense activities.

1.4. The civil defense of Moscow is organized and conducted in accordance with the legislation of the Russian Federation, Decrees of the President of the Russian Federation, Directives of the Prime Minister - Head of Civil Defense of the Russian Federation and First Deputy Head of Civil Defense - Minister of the Russian Federation for Civil Defense, Emergency Situations and Elimination of Consequences of Natural disasters, regulatory and legal acts of the executive authorities of the city of Moscow.

1.5. The nature, volume, timing and procedure for carrying out measures for the preparation and conduct of civil defense are determined by the Ministry of the Russian Federation for Civil Defense, Emergency Situations and Elimination of Consequences of Natural Disasters (EMERCOM of Russia) and the Government of Moscow as part of the delimitation of areas of activity and powers.

1.6. In peacetime, the forces and means of civil defense of Moscow are involved in carrying out emergency rescue and other urgent work in the city in emergency situations caused by accidents, catastrophes, natural disasters and other reasons.

1.7. Officials of executive authorities, local self-government, facilities and citizens of the city guilty of non-fulfillment or evading civil defense duties shall bear material, administrative and other liability established by law.

2. Tasks of civil defense

2.1. The main tasks of the civil defense of Moscow are:

protection of the population from the impact of modern means of destruction, as well as in the event of emergency situations;

notification of the population about the threat of an enemy attack, the occurrence of emergency situations, about the procedure for actions in the current situation;

carrying out rescue and other urgent work;

the priority life support of the population and, above all, the victim;

development and implementation of measures aimed at improving the sustainability of the functioning of industries and objects of the national economy of the city in wartime conditions;

protection of food, water sources, food raw materials, fodder, farm animals and plants, other material and cultural values ​​from the impact of modern weapons and emergency situations;

creation and maintenance in readiness of control systems, forces and means, reserves of civil defense property;

ensuring the mobilization readiness of civil defense;

training of the leadership of the administrative bodies, forces and means of civil defense, training of the population in methods of protection against the dangers arising from military operations, as well as in emergency situations.

2.2. The tasks of civil defense are solved by carrying out a complex of economic, organizational, engineering, mass defense and special measures, carried out both in advance and in wartime.

3. Leadership of civil defense
and its organizational structure

3.1. The civil defense of Moscow is organized according to the territorial production principle.

3.2. The general management of the civil defense of the city is carried out by the Prime Minister of the Government of Moscow. The Prime Minister of the Government of Moscow is ex officio the head of the civil defense of Moscow.

3.3. The leadership of civil defense in the administrative districts of the city is carried out by the prefects, in the districts of the city - by the heads of the administrations, who are ex officio chiefs of the civil defense of the districts.

3.4. The leadership of civil defense in departmental structures and facilities, regardless of their organizational and legal forms, is carried out by the heads of these departmental structures and facilities, who, by virtue of their position, are the heads of civil defense of the relevant departmental structures or facilities.

3.5. Heads of civil defense at all levels are personally responsible for the organization and implementation of civil defense measures in the respective territories, industries, and facilities. They are granted the right, within the limits of their competence, to issue orders on matters of civil defense.

Orders of the chiefs of civil defense of the city, administrative districts and districts of the city, departments and facilities within their competence are binding on all citizens and officials.

3.6. In order to manage and control the implementation of civil defense measures, the prevention of emergency situations and readiness to act in case of their occurrence, as well as to organize the elimination of the consequences of the use of modern weapons and emergency situations, civil defense management bodies are created under the chiefs of civil defense.

3.7. The governing bodies of civil defense (governing bodies of civil defense) are:

Main Directorate for Civil Defense and Emergencies of the City of Moscow (Main Directorate of the Civil Defense and Emergency Situations of Moscow);

Department for Civil Defense and Emergency Situations of the Administrative District (Department of Civil Defense and Emergency Situations of the Administrative District);

Department for Civil Defense and Emergency Situations of the City District (Department of the Civil Defense and Emergency Situations of the District).

Headquarters for civil defense and emergency situations (Headquarters of the Civil Defense and Emergency Situations) in departments and at facilities, regardless of their organizational and legal norms.

3.8. The heads of the civil defense authorities of administrative-territorial formations, departmental structures and facilities are ex officio deputies of the respective heads of civil defense and have the right to issue orders on their behalf on civil defense issues that are mandatory for execution by officials subordinate to the head of civil defense, management bodies, formations, and also citizens. On the most important orders given on their own initiative, the head of the civil defense control body reports to the head of civil defense.

3.9. The head of the Main Directorate of the Civil Defense and Emergency Situations of Moscow is ex officio the first deputy head of the city's civil defense.

3.10. The Main Department of the Civil Defense and Emergency Situations of Moscow, the departments of the Civil Defense and Emergency Situations of the administrative districts, the departments of the Civil Defense and Emergency Situations of the city districts* are military institutions and are staffed by military and civilian personnel.

* The list of city districts in which civil defense departments are created, which are military institutions, is established by the Russian Emergencies Ministry in agreement with the Government of Moscow.

The departments of the GOChS of administrative districts are directly subordinate to the Main Department of the GOChS of Moscow. The departments of the Civil Defense and Emergency Situations of the city districts are directly subordinate to the respective departments of the Civil Defense and Emergency Situations of the administrative districts.

3.11. The tasks, powers and duties of the chiefs of civil defense and civil defense authorities are determined by the current legislation of the Russian Federation, regulations issued by superior chiefs of civil defense, executive authorities and this Regulation.

3.12. The training of senior staff and specialists in civil defense and emergency situations in Moscow is carried out at the Training and Methodological Centers for Civil Defense and Emergencies (hereinafter referred to as the UMC GO and Emergencies) of the city and administrative districts.

UMTs GO and Emergencies of the city is a state educational institution, staffed by military personnel and civilian personnel. Military personnel are appointed to the positions of the Ministry of Emergency Situations of Russia.

UMTs GO and ES of administrative districts operate under the leadership of the UMC GO and ES of the city on the rights of its structural divisions.

3.13. The Main Directorate of the Civil Defense and Emergency Situations of Moscow, the Department of Civil Defense and Emergency Situations of Moscow, the Directorates of the Civil Defense and Emergency Situations of the administrative districts are legal entities, have official seals, stamps and letterheads, current accounts in banking institutions and other official attributes necessary for economic activity and the fulfillment of their tasks.

3.14. To ensure the accumulation, storage, maintenance and repair of civil defense property, commissioning and repair of engineering and technical equipment of civil defense defense structures in Moscow, a Special Enterprise under the Government of Moscow and a Special Commissioning Directorate of the Department of Housing and Communal Services and Improvement have been created and are functioning.

These enterprises and institutions are legal entities and operate in accordance with the law, as well as charters approved in the prescribed manner. The Main Directorate of the Civil Defense and Emergency Situations of Moscow manages their activities within the powers granted to it by the Government of Moscow.

3.15. The organizational structure and staffing of the governing bodies of the Civil Defense and Emergency Situations of the city, administrative districts, districts of the city, the EMC of the Civil Defense and Emergency Situations in terms of staffing with employees supported by the city budget are determined by the Moscow Government. The structure, staff positions of the headquarters of the civil defense emergency department of a department, facility, its personal composition is determined by their head.

3.16. To resolve issues related to the preparation and conduct of civil defense evacuation measures, city, district, district, departmental and facility evacuation commissions are created, which are headed respectively by the Deputy Prime Minister of the Moscow Government, deputy prefects, deputy heads of administrations, deputy heads of departments, facilities. The activities of the evacuation commissions are regulated by the regulations on these commissions, approved by the respective heads of civil defense.

3.17. Civil defense services of the city, districts, districts, departments, facilities are created to carry out special civil defense measures, to train forces and means for this, as well as to ensure the actions of formations in the course of emergency rescue operations.

The decision to create civil defense services in the city is made by the Government of Moscow, in districts and districts - by prefects and heads of their administrations, in departments and facilities - by their heads, depending on the need and the availability of an appropriate basis for their creation.

The tasks, organization and functions of the civil defense services are determined by the regulations on the services. The regulation on the civil defense service of the city is developed and signed by the head of the service and approved by the head of the civil defense of Moscow after agreement with the Main Directorate of the city's civil defense and the immediate supervisor of the head of the service.

The regulation on the civil defense service of the district (district) is coordinated with the department (department) of the civil defense department of the district (district), the head of a higher body in relation to the head of the service, and is approved by the head of the civil defense of the district (district).

The regulation on the civil defense service of the facility is approved by the head of the civil defense of the facility. The instructions and instructions of the city civil defense services on issues within their competence are binding on all structural subdivisions subordinate to them, district, district and facility services.

Responsibility for the readiness of the governing bodies of the service, the forces and means included in its composition, rests with the heads of departmental structures and facilities on the basis of which they are created.

3.18. Non-military civil defense formations are created to carry out civil defense measures, carry out emergency rescue and other urgent work.

Formations are created according to the territorial - production principle in administrative districts, districts and at objects of the national economy.

The procedure for the creation, recruitment, provision, stimulation and use of non-military civil defense formations is determined by the Regulations on non-military civil defense formations approved by the Government of the Russian Federation.

By decrees of the Government of Moscow, orders of the prefects of administrative districts, heads of departments and facilities, full-time emergency rescue and search and rescue teams of constant readiness can be created.

To perform civil defense tasks, by decision of the Moscow Government, departmental specialized emergency rescue and emergency recovery units, medical institutions, construction and installation organizations located on the territory of the city, regardless of their organizational and legal form, may be involved.

Voluntary organizations of certified rescuers may take part in emergency rescue and other urgent work under the leadership of civil defense authorities.

In order to fulfill the tasks of civil defense of Moscow, forces and means of federal subordination, including units and subunits of the Civil Defense Troops of the Russian Federation, engineering and chemical Troops of the Ministry of Defense of the Russian Federation, may be involved in the established procedure.

4. Powers and obligations of executive authorities
Moscow in the field of civil defense

4.1. The government of Moscow:

develops the main directions of development and improvement of the civil defense of the city;

organizes the implementation of nationwide civil defense measures in Moscow;

organizes the development of a civil defense plan for the city of Moscow;

within its competence, issues regulations in the field of civil defense and organizes the development of draft legislative acts for consideration and adoption by the City Duma;

organizes and ensures the creation and maintenance in constant readiness of forces and means, technical systems management, warning and communications of civil defense;

organizes the implementation of measures for the protection and life support of the population, for the preparation and conduct of evacuation to safe areas, the placement, deployment of medical and other institutions that ensure the vital activity of the population;

takes measures to accumulate a fund of collective means of protecting the population and maintain it in readiness to receive sheltered people;

ensures the preparation of the urban economy for sustainable functioning in wartime;

ensures compliance with the requirements of regulatory documents on civil defense in the process of developing the city's economy, its development;

organizes the conduct of rescue and other urgent work in the lesions;

develops and organizes the implementation of city targeted, including scientific and technical programs in the field of civil defense;

creates and maintains stocks of material and technical, food, medical and other resources in the interests of the city's civil defense;

determines the volumes and ensures the accumulation, storage, replacement, refreshment and maintenance of civil defense property in readiness;

determines in the draft budget of the city the amount of appropriations for civil defense measures and the procedure for their use;

establishes a limit on the number of employees in the governing bodies and civil defense institutions of the city, maintained at the expense of the city budget.

4.2. Main Department of the Civil Defense and Emergency Situations of Moscow:

develops and organizes the implementation of measures aimed at ensuring the protection of the population from the dangers arising from military operations, and also participates in the preparation for the sustainable functioning of the city's national economy in wartime;

takes measures to maintain constant readiness of control, warning and communication systems for functioning in wartime;

directs the creation of forces and means of civil defense of the city;

organizes the management and interaction of forces and means during rescue and other urgent work in the centers of destruction;

organizes planning and control over the implementation of civil defense measures in the city;

organizes control over the state of the civil defense of Moscow and the fulfillment of the requirements of the governing documents on the problems of civil defense;

organizes control over the planning, design and construction of protective structures of civil defense;

organizes control over the maintenance of the fund of collective protective equipment.

organizes the training of administrative bodies and civil defense formations, training of the population, plans and conducts exercises and drills;

carries out organizational and methodological guidance and coordination of the activities of the governing bodies of civil defense districts, districts of the city, city services, departmental structures and facilities;

ensures the combat and mobilization readiness of the Main Department of the Civil Defense and Emergency Situations of Moscow, the departments of the Civil Defense and Emergency Situations subordinate to it and other civil defense institutions, as well as the units being formed.

The Main Department of Civil Defense and Emergency Situations has the right to:

make decisions within its competence, issue binding orders on civil defense issues to the heads of civil defense districts, districts of the city, departments, facilities, as well as the heads of civil defense services of the city;

develop and submit for consideration by the Moscow Government proposals for the further development of civil defense, increasing its readiness, improving the forms and methods of work in solving civil defense tasks;

hear the heads of civil defense on issues within the competence of the Main Directorate of Civil Defense, demand from them the implementation of guidelines, orders of the head of civil defense of Moscow, take measures to eliminate the identified shortcomings, file a petition to bring to justice officials guilty of violating these requirements;

develop draft regulations in the field of civil defense and submit them in the prescribed manner for consideration by the Government of Moscow;

to request and receive free of charge from the authorities and facilities located on the territory of the city, regardless of organizational and legal forms, information on the progress in fulfilling civil defense requirements and other information necessary to fulfill the tasks assigned to the Main Directorate of Civil Defense and Emergency Situations;

use the insurance fund of documentation for carrying out emergency rescue operations during the liquidation of emergencies;

have special vehicles equipped with duly approved identification marks, special signals and means of communication.

4.3. Authorities of administrative-territorial formations of the city:

carry out general management and ensure the constant readiness of civil defense of administrative-territorial formations;

plan and organize the implementation in terms of the district, district, city-wide civil defense measures, as well as measures envisaged for implementation by the executive authorities of their administrative-territorial formation;

organize the development of a civil defense plan for an administrative-territorial entity, provide methodological guidance for planning civil defense activities in subordinate structures;

carry out measures to maintain the readiness of the subordinate authorities, forces and means of civil defense;

organize the implementation of civil defense measures by facilities located in the territory under their jurisdiction;

organize the notification of subordinate authorities and the population on the signals of civil defense;

organize rescue and other urgent work and supervise their implementation;

carry out preparation and maintenance in readiness of the fund of collective means of protection, forces and means of civil defense of the administrative-territorial formation, training in civil defense of the population living on its territory;

organize the planning and implementation of measures to improve the stability of functioning in wartime of objects located on the territory of the district;

organize control over the accumulation, storage and maintenance of individual and collective protective equipment, special property of civil defense;

create systems for monitoring and control of radioactive contamination, chemical and bacteriological contamination;

provide control over the implementation of the requirements of guidance documents and decisions taken on issues of civil defense in the district;

are responsible for the state of civil defense in the territory under their jurisdiction.

4.4. Sectoral and functional bodies of the city administration.

General duties of sectoral and functional bodies of the city administration:

supervise the preparation and conduct of civil defense in the industry;

develop, taking into account the specifics of the industry, and communicate to subordinate structural units and facilities, industry requirements, regulations on planning, organizing and conducting civil defense;

plan and ensure the implementation in the industry of measures for the protection of personnel, the training of forces and means of civil defense;

ensure the implementation in subordinate structures of the requirements of governing documents and decisions taken by higher authorities on civil defense issues;

plan and ensure the implementation of measures to improve the stability of the functioning of subordinate structures in wartime;

ensure compliance with the requirements of regulatory documents on civil defense in the process of development of the industry;

develop a civil defense plan for the industry, provide methodological guidance for planning work on civil defense in subordinate structures;

create and maintain in constant readiness the system of management of the industry in wartime, as well as the forces and means of civil defense of the industry;

organize the accumulation and maintenance of the fund of collective means of protection;

organize civil defense training for industry workers;

take measures to ensure emergency rescue and other urgent work in subordinate structures, and, according to their functional purpose, at other city facilities;

plan and organize preparations for evacuation to safe areas of subordinate authorities and facilities to continue their production activities;

organize and ensure, in the interests of the industry, research and development work on civil defense issues, develop and submit proposals to citywide programs;

exercise control over the implementation of civil defense measures in subordinate structures;

are responsible for the state of civil defense in the industry;

interact with the administration of districts and districts, other departments in the joint solution of civil defense tasks;

ensure the creation and functioning of civil defense services.

In addition to general duties, sectoral and functional bodies of the city administration perform special civil defense duties related to their functional purpose, which are determined by the Moscow Government.

4.5. Objects of the national economy.

At enterprises, in institutions and organizations, regardless of their organizational and legal forms, measures are taken in full to fulfill the tasks of civil defense. All enterprises, institutions and organizations are accounted for in the department of the Civil Defense and Emergency Situations of the administrative district at the location.

When an organization or enterprise leases premises, the issues of protecting employees of the leased enterprise from the impact of modern means of destruction and emergency situations are reflected in lease agreements.

The head of the facility directly manages civil defense and is personally responsible for its constant readiness, timely implementation of civil defense measures and the safety of its employees.

Object managers:

plan and implement measures to protect workers and employees, fixed production assets, raw materials and other material assets from the effects of weapons of destruction in accordance with the standards established in the Russian Federation and Moscow;

develop civil defense plans;

carry out activities aimed at increasing the stability of the functioning of their production in wartime;

create, equip and maintain in readiness non-military civil defense formations, organize the training of personnel;

organize the accumulation, storage and maintenance in readiness of individual and collective means of protection, special property of civil defense;

carry out civil defense training for workers and employees, as well as the population living in departmental residential buildings;

organize rescue and other urgent work at the facility;

create and maintain in constant readiness local and object warning systems;

create the necessary conditions for the personnel of the facility to perform their civil defense duties.

5. Rights and obligations of citizens of Moscow
in the field of civil defense

Citizens of Moscow, in accordance with applicable law and these Regulations

5.1 are entitled to:

to protect their lives and health from the consequences of hostilities;

free use of collective and individual protection equipment, as well as other civil defense property;

to receive medical, material, financial assistance to victims of hostilities, to provide housing, food, essentials in the manner and according to the standards established by the Government of Moscow;

undergo training, gain knowledge and practical skills on issues of protection against modern means of destruction and actions in the foci of destruction;

receive compensation for damage caused to health during the performance of civil defense measures;

for pensions and other benefits provided for by the legislation of the Russian Federation in case of injury or disability in the performance of civil defense duties;

for pensions for family members in connection with the loss of a breadwinner (dead, injured or disabled) in the performance of civil defense duties;

to use food, equipment, transport and housing free of charge for the period of participation in the civil defense forces in wartime and during civil defense exercises in peacetime;

for personal insurance in case of death or injury to health when performing civil defense measures and liquidating the consequences of emergencies caused by accidents, catastrophes, natural or other disasters.

Insurance of military personnel is carried out on the basis of the norms of the Law "On the status of military personnel". Persons who are not military personnel involved in the implementation of these activities by decision of the Government of Moscow, authorities of administrative districts and districts of the city, heads of departments and facilities are subject to insurance at the expense of these bodies and facilities.

5.2. Moscow citizens are obliged:

comply with the requirements of legislative and other normative acts on civil defense, as well as orders, instructions and instructions of civil defense authorities;

take part in the implementation of civil defense measures;

undergo training in civil defense;

know civil defense signals and act skillfully when they are given;

know the basic methods and means of protection against the consequences of the use of modern weapons, be able to provide self- and mutual assistance to the victims;

6. Financing and logistics
provision of civil defense

6.1. Employees of the Main Directorate of Civil Defense of the city of Moscow, departments of the Civil Defense and Emergency Situations of administrative districts, departments of the Civil Defense and Emergency Situations of the city districts, the Department of Civil Defense and Emergency Situations, control centers, laboratories and other civil defense institutions of the city, administrative districts and districts of the city, departments and facilities, with the exception of military personnel, are held for account of the budget of the city of Moscow, as well as own funds of departments and objects.

6.2. The servicemen of regular government bodies and institutions of civil defense of Moscow are maintained at the expense of the federal budget of the Russian Federation.

in organizations subordinate to the federal executive authorities of the Russian Federation - at the expense of the federal budget;

at other facilities and in non-state departmental structures - at the expense of the own funds of these objects and departmental structures.

6.4. Financing of civil defense measures can be carried out at the expense of public funds.

6.5. Financing of civil defense measures that require capital investments, including the construction of protective structures, command posts, communication and warning systems, warehouses for storing civil defense property, is carried out at the expense of the city budget in the prescribed manner.

6.6. Expenses associated with the conduct of emergency rescue and other urgent work are carried out at the expense of the budget of the city of Moscow, funds of financial and material resources, as well as at the expense of departments and facilities in whose interests the specified work is carried out.

6.7. Financing of research and development work on civil defense issues is carried out at the expense of the budget of the city of Moscow, as well as funds from departmental structures and facilities in whose interests they are carried out.

6.8. Financing of civil defense measures is carried out along with other defense measures as a matter of priority.

6.9. In order to provide civil defense institutions, non-military formations, protective structures, workers, employees and the population of the city with civil defense property in Moscow, departments and facilities, regardless of organizational and legal forms, stocks of this property are created.

The property of the civil defense of Moscow includes:

Individual protection means;

Devices for radiation, chemical reconnaissance and dosimetric control;

Devices and sets of special processing;

Means of filter ventilation and air regeneration of protective structures of civil defense;

Individual means of medical care;

Means of communication and warning and other material and technical means created or purchased at the expense of the budgets of the city, districts, districts, departments and facilities for use in the interests of the civil defense of the city.

6.10. In the event of a change in ownership, departmental structures and facilities must retain special purpose civil defense facilities (protective structures of civil defense, command posts, warehouses, etc.), as well as tasks for their creation, maintenance and accumulation.

6.11. The procedure for the accumulation, storage and use of civil defense property is determined by the Government of the Russian Federation and the Government of Moscow.

6.12. The Moscow government establishes benefits for the management bodies of the Civil Defense and Emergency Situations on taxes for the use of land, office space, utility and operating costs.

June 8, 2019 EMERCOM of Russia demonstrated at the Noginsky training ground rescue center the operation of a portable BAS suppression complex, which prevents the unauthorized use of drones in the emergency zone. Using the suppression complex, specialists from the Russian Emergencies Ministry can carry out a forced landing of any unmanned aircraft.

February 6, 2019 The Main Directorate of Fire Protection has been established within the structure of the Ministry of Emergency Situations. The new department was created instead of the department of readiness of forces and special fire protection of the Ministry of Emergency Situations, which included firefighters, rescuers, mine rescuers and military units. The Main Directorate of Fire Protection in the Ministry of Emergency Situations will begin its activities on March 1, and will focus on fire garrisons and other types of fire protection.

February 4, 2009 The member countries of the CSTO Collective Security Treaty Organization signed an agreement on the creation of the Collective Rapid Reaction Forces of the CRRF. The military forces are in constant combat readiness to counter emergency situations, military conflicts, aggression, terrorism, organized crime and drug trafficking. The CRRF includes Russian: 98th Guards Airborne Division, 31st Separate Guards Airborne Assault Brigade. February 25, 1977 In Moscow, there was a strong fire in the Rossiya Hotel in the evening on the upper floors of the world-famous hotel. 2. Civil defense at the present stage

Today, civil defense is one of the most important functions of the state, an integral part of defense building and ensuring the country's security. Over the past years, specialized Russian civil defense units have taken part in more than 150,000 rescue operations in Russia and 48 countries around the world.

Principles of organization and conduct of civil defense:
