Postal services are the reception, processing, transportation, delivery (delivery) to addressees of letter-post items, parcels, postal money orders, express mail, acceptance of subscriptions and delivery of print media, payment of pensions and benefits.

Today RUE "Belpochta" offers the following postal services:

As part of the implementation of the "Electronic Government" subprogram of the National Program for the Accelerated Development of Services in the Field of Information and Communication Technologies for 2011-2015 for the provision of information services from state information resources integrated into the nationwide automated information system(OAIS), RUE "Belpochta" acts as an information intermediary for the provision of electronic services.

One of the priority directions of activity of RUE "Belpochta" is the development of non-cash payments using bank payment cards for payment by the population for various types of services and goods.

The use of bank payment cards of the national and international payment systems presented on the territory of the Republic of Belarus allows customers to make non-cash payments for all services, replenish card accounts, receive cash, view information about available funds on the account

In order to reduce the load on the operating cash desks of the post offices of RUE "Belpochta", measures are being taken to popularize self-service devices - payment and information terminals (PST) and devices for sending registered letters SmartPOST, with the help of which customers in self-service mode pay for services.

Belpochta is a republican unitary enterprise of Belarus, an operator of the Belarusian national postal network. • Size limits for domestic EMS items: minimum - 114mm X 162mm; maximum for rolls: minimum - the sum of length and double diameter 170mm, with the largest dimension not less than 100mm; maximum - the sum of length and double diameter 900mm, largest dimension 600mm.
• Size limits for international EMS items: minimum - 229mm X 324mm; maximum: any dimension 1500mm, while the sum of the length and the largest circumference taken in any direction except length is 3000mm; for rolls: minimum - the sum of length and double diameter 360mm, with the largest dimension not less than 260mm; maximum - the sum of length and double diameter 900mm, largest dimension 600mm.

2. Restrictions and prohibitions on content sent to the IGO

In international postal items, it is prohibited to forward:

• Narcotic drugs, psychotropic substances and their precursors, including in the form of drugs.
• Poisonous substances that are not precursors of narcotic drugs and psychotropic substances.
• Objects of an obscene or immoral nature.
• Counterfeit and pirated items.
• Alcoholic beverages, ethyl alcohol, beer.
• Any kind of tobacco products and smoking mixtures.
• Any types of weapons (their parts), cartridges for them (their parts), structurally similar products to civilian and service weapons. • Explosive, flammable or radioactive substances, as well as other hazardous substances.
• Unloaded explosive devices and ammunition, including unloaded grenades, shells and other similar items, as well as dummies of such devices and items.
• Live animals, with the exception of bees, leeches, silkworms.
• Plants and fungi containing narcotic drugs, psychotropic substances and their precursors, in any form and condition, including their fruits, seeds and spores.
• Products subject to rapid spoilage.
• Wild-growing medicinal plant materials.
• Cultural values ​​(addressed to individuals for personal use).
• Printed and audiovisual materials, other media containing information that may harm the political or economic interests of the republic, its state security, health and morals of citizens, information about the subsoil.
• Currency of the Republic of Belarus and the Russian Federation.
• Ozone depleting substances.
• Hazardous waste.
• Scrap and waste of ferrous, non-ferrous and precious metals, including semi-finished products and semi-finished products included in the list of goods, for the export and (or) import of which quantitative restrictions are set.
• Precious stones in any form and condition, natural diamonds, with the exception of jewelry, dental discs made of them and gold leaf; amber, pearls, stained oak; precious metal ores, concentrates and industrial products.
• Raw precious metals, precious metal scrap and waste, precious metal ores and concentrates and commodities.
• Mineral raw materials (natural rough stones).
• Conditionally pathogenic and pathogenic genetically engineered organisms.

Outgoing registered international postal items (IGOs) Belpochta are assigned an international tracking number in the UPU (Universal Postal Union) format (S10 standard).

It should be borne in mind that it is impossible to determine the recipient country by the IGO track number. This opportunity is in principle not provided in the structure of the track number.

Claims for non-delivery of registered postal items, items with declared value, simple parcels and cash on delivery shall be submitted in writing within 6 months from the day following the day the postal item was submitted.

When filing a claim, the applicant must present an identity document or proof of identity. Claims regarding registered mailings are accepted upon presentation of receipts (copies of receipts) and lists - when sending mailings in the amount of five or more.

The claim indicates:

• type of postal item;
• number and barcode of the postal item according to the receipt;
• date and place of admission;
• destination;
• address and full name of addressee and sender;
• if necessary, declared value and weight.

A copy of the receipt and a list is attached to the application. The claim is returned without satisfaction:

• if the applicant is not the sender (addressee);
• more than 6 months have passed since the date of submission of the postal item;
• there is no receipt (copy of the receipt) and, if necessary, a list of acceptance of the postal item.

Rules for accepting mail

When accepting postal items for dispatch, the Belpochta enterprise puts forward limiting requirements regarding the weight of the item, its dimensions, and also the contents.

Weight restrictions

• Small packages - up to 2 kg.
• Parcels - up to 20 kg.
• EMS shipments - up to 30 kg.

Size restrictions

Small package: minimum - packing 114x162 mm or 110x220 mm; maximum - the sum of three dimensions is not more than 900 mm, the length of the largest dimension is not more than 600 mm.

EMS ( international shipments) : standard packing - from 229x324 mm to 1500 mm in any dimension and 3000 mm for the sum of the length with the girth; roll - from 360 mm in the sum of the length and double diameter (with the largest dimension from 260 mm) to 900 mm in the sum of the length and double diameter (with the largest dimension 600 mm).

Content restrictions

The list of items and goods prohibited for international shipment by RUE "Belpochta" is quite wide. It includes dangerous items and substances, weapons and ammunition, drugs, alcohol and tobacco products, personal documents and correspondence, counterfeit and pirated products, perishable goods and products, live animals and plants, cultural property, obscene or dangerous information materials, currency of the Russian Federation and the Republic of Belarus, hazardous waste, jewelry and precious stones, mineral raw materials and scrap metals, hazardous and potentially hazardous biomaterials, etc. There is also a list of goods subject to sanitary and epidemiological control. In addition to the above, for incoming mail, there are customs rules regarding restrictions on duty-free import of goods into the country.

In particular, for items sent by a regular postal operator, duty-free clearance of items with a declared value of up to 22 euros (excluding shipping costs) and weighing no more than 10 kilos received within one month by one individual is allowed.

If the norms are exceeded, then an additional 30% duty is charged from the excess amount. In addition, a customs fee of 5 euros is charged for the registration of the parcel.

Tracking

The tracking function is only possible for registered mail items, which are assigned a track number in the standard UPU format. The number of outgoing items consists of 13 characters, the first of which is the type of item identifier. This is the Latin letter R for small packages, C for parcels and E for EMS. The next letter is arbitrary and increases the uniqueness of the number. Next comes the 9-digit numeric combination, then the country name cipher according to UPU standards. For Belarus, this designation will look like BY. Accordingly, an incoming shipment from another state will have a track number assigned by the postal operator of the sender's country.

Tracking of domestic and international packages and parcels, as well as EMS shipments is available on the official website of the company, in the "Tracking postal items" section. An application for tracing undelivered postal items is accepted within 6 months after the date of dispatch. The application must be submitted personally by the sender, simultaneously with the presentation of an identity document and a receipt for accepting the shipment for shipment. All information about the wanted item, starting from its type and number, ending with weight and declared value, shall be specified in the application in detail.
