The fourth largest subscriber base satellite operator "Raduga TV" will stop broadcasting from December 5. Over the past year, the company has not been able to obtain a license from Roskomnadzor. Now "Rainbow TV" is looking for a partner in order to transfer to it a subscriber base of 450 thousand subscribers.
Dalgeokom LLC (Raduga TV brand) will stop working on December 5, 2014, said the Swedish media holding MTG (owns 50% of the operator). "The decision was made due to the constant uncertainty and lack of transparency of the licensing status and requirements for Raduga TV," said Irina Gofman, CEO of MTG in Russia and the CIS. “Over the past year, MTG has made every possible effort to obtain a license, which has not been granted. Therefore, we have no choice but to stop working,” explains MTG, who wrote off 147 million kroons to this investment in 2013 ( that moment about 790 million rubles). Roskomnadzor spokesman Vadim Ampelonsky noted that the question of terminating Raduga TV is only under the jurisdiction of the shareholders of this company.
"Raduga-TV" through the Luxembourg-based Raduga Holdings S. A. is owned by MTG and Continental Multimedia on a par. Raduga TV is one of the four largest satellite operators in Russia, behind Tricolor TV, Orion-Express and NTV +. The subscriber base of the company in the third quarter of 2014 was more than 450 thousand subscribers, according to iKS-Consulting. According to kartoteka.ru, the revenue of Dalgeokom LLC in 2013 amounted to 563.1 million rubles, and the net loss was 9 million rubles.
TV channels have already begun to reclaim debts from "Rainbow TV": on November 28, a statement of claim for 7.6 million rubles was registered. from the Russian offices of Viasat channels, which are also owned by MTG, to Raduga TV. "The channels are trying to recover the prepayment made to the operator," MTG spokesman Per Lorenz told Kommersant.
The problems of "Rainbow TV" began in July 2013. Roskomnadzor then found out that the operator was distributing 95 TV channels through a satellite network without a license. Raduga TV had a license for television broadcasting since 2009, but due to a change in legislation in 2011, a new license was required to continue its work - for satellite broadcasting. In November 2013, the regulator filed a complaint with the Ministry of Internal Affairs about "illegal business" at Dalgeokom LLC. In July, Roskomnadzor announced the results of the competition for a satellite broadcasting license, which was won by a company close to MTS; Dalgeokom did not participate in the auction. And in September, the police opened a criminal case on the complaint of Roskomnadzor.
In recent months, the shareholders of Raduga TV have tried to sell the company and have been negotiating with Rostelecom and MTS. In October, MTS received approval to buy 100% of Dalgeokom LLC from the Federal Antimonopoly Service, but refused the deal. “We appreciated it and decided that there was nothing for us to buy there,” Andrei Dubovskov, president of MTS, told Kommersant. Now "Rainbow TV" is making efforts to transfer subscribers to another satellite operator, MTG reported. There are no agreements yet, said Anatoly Sosnovsky, a member of the Board of Directors of Continental Multimedia. The transfer of the base to any other operator is complicated by the need to purchase new equipment for subscribers, explained the source of Kommersant in one of the satellite operators. Leaving the market of a major player will provoke a redistribution of the provider's subscriber base, warns iKS-Consulting analyst Ekaterina Makarevich.
